1. What is Fecic?

Fecic is a team uniform editor for ISS Deluxe, originally distribuited by Gerson Salas on his now defunct website, www.fecic.es.tl. It was coded by DjLamomia on 2006 and uploaded by me, Lusofonia, on 2021. His website is now offline, but archived on the Wayback Machine. I am uploading this here not only for archiving purposes, but also because it'll certainly be useful to everyone. According to Gerson, Fecic stands for "Federación de Clubes de International Superstar Soccer Custom", or in english, Federation of Custom International Superstar Soccer Teams.

There are many sites with this tool on many sites, and Gerson's website doesn't say anything about redistribuiting this tool. In general, romhackers are content with their work being uploaded to mirrors, specially when they've lost their original links. Speaking of original links, many of his work is gone, including beta versions of this tool. These betas allowed you to edit the alternative player skin colors in teams, like how Brazil's player Ferreira has a different skin color compared to the rest. These features were dropped in favour of higher compatibility and less bugs.

This utility allows you to edit all 36 team's uniforms, including their alternative kits. It also allows you to edit the All Star teams' colours as well as those from challenge and training modes, plus the referee's colors.

You may edit the player's skin colour, but it only affects the main player colours, it doesn't affect alternative ones, like those of Ferreira's in Brazil.

2. How to use it?

Create a folder where you'll put your ISSD ROM (compatible with american roms as well as the hacks, search for it on the internet), "mitad.bmp" (required file) as well as the tool's executable file. They all have to be in the same folder. Remember to put a header in the rom, you can use TUSH, which can be downloaded from RHDN, to add a header to it. Rename your rom to "FECIC.1" (all caps). You need to see the file extension so you can change it from .smc or .sfc to .1 extension. Google up some tutorials to get help on that. Now, open the tool. You'll see a window open. As the options are in spanish, here's a translation:
Opciones
(Options, from top to bottom, this allows you to save the rom, view information about the tool and close the window)

< 01 Italia >
(Shows the number of the team in the rom as well as the name of the kit you're editing, you can toggle between kits using left and right buttons)

Uniformes/Pelo y piel
(Toggle between kit and skin/hair colour editing)

Left-hand menu: Shirt,Pants,Socks

Right-hand menu:

Pelo (Hair)
Piel 1 (Skin 1)
Piel 2 (Skin 2)
Piel 3 (Skin 3)
Piel 4 (Skin 4)
Calzado(Boots)

Bottom menu:
Color 1, Color 2, Color 3

R (value) (buttons)
G (value) (buttons)
B (value) (buttons)

Guardar en archivo (Save to file)

Use the top window's left and right buttons to toggle between teams. Team names are in spanish, but they should be pretty self-explanatory so no need to translate. If you're confused about a team name, refer to Google Translate. Under that same window, there's one to allow you to toggle between uniform, hair colour and skin colour editing. Depending on what you have selected here you'll see either menu on the left and right be clickable and greyed-out. They're composed by three colors, which you can toggle on the menu below. Use the RGB values to alter it. Use the buttons to change it. To the left of the buttons is the preview of the value. When you're done, press the bottom button to save.

Keep in mind that, as you can't change alternative player skin colour, if you change it in the alternative kit you'll create an alternative skin color that will only be used in the team's alternative kit, so keep that in mind. Piel 4 and Calzado are respectively the maximum and minimum brightness colours of the player, change those and you'll affect other parts of the player. The socks colour has one color less than the rest of the uniform, so as to compensate that the game puts colors of the pants in the socks, so keep that in mind too. Skin colours have only one tone.

3. Troubleshooting

Q: Why is the player's preview black?
A: The utility is not being able to find "fecic.1", make sure the extension is right, the name is right, that it's on the same folder, etc.

Q: My player's shadow is red, and the uniforms are all wrong! How can I fix it?
A: The rom's header is wrong. Download TUSH to fix it.

Q: My changes didn't take effect! Why?
A: You need to save them. Then, close and re-open the emulator you're using, as to reload the rom.

Q: Does it work with roms other than the U one?
A: No, but it works with hacks, like Futebol Brasileiro, Ronaldinho Soccer, Futbol Argentino etc.

Q: It's in spanish! How do I know what's written?
A: Refer to the translation guide in section 2, or use google translate.

For more stuff, check Romhacking.net's documents, as they include lots of information.
